Dr. Hulse was born on May 21, 1900 in Namslau, Germany. He graduated from the University of Breslau in 1924 and interned at the University Hospital, Breslau, for one year. He served as resident for an additional year at the Institute for Forensic Medicine in Breslau in psychiatry. From 1926 to 1928 he was child psychiatrist at the Children's Hospital in Berlin and took postgraduate training at the University of Berlin and Vienna in psychiatry and child guidance from 1928 to 1933 and at the University of Paris from 1933 to 1935.
