Abstract

Functional units serving an international purpose seem, to have come into being for the first time after the World War I with the framework of the League of Nations. The International Labour Office may be regarded as a unit of this type and the value of its work is widely recognized even by those who regard the League itself as a failure, and it may be that the success of the I..L. 0. is attributable to its functional nature rather than to its federal origin.
